A letter by Amīn Dìdì, the officer supervising state-owned uninhabited islands, and approving requests for leases. This letter lays out the obligations for citizens to harvest toddy, grain, and timber, to keep the island clean and healthy, and to kill rodents. Tallies of the number of rodents killed were to be submitted every four months. It also stipulates that lease payment should be made annually, and that the authorities should be notified of any work done to clean and maintain the island. Permission is required for the use of any foreign timber. Lease payments can be paid by selling ‘kuredhi’ timber if its available on the island. People who do not pay the lease amount will have their usafe rights revoked until the full balance is paid, and are disqualified from re-apply for any similar privileges in the future.
